55 HIA prisoners released from Pul-i-Charkhi jail

KABULinfo-icon (Pajhwok): Fifty-five prisoners of the Hezb-i-Islamiinfo-icon Afghanistaninfo-icon (HIA) were released from the Pul-i-Charkhi Jail east of Kabul on Tuesday, an official said.

Nader Afghan, a spokesman for the Gulbadin Hekmatyar-led HIA, told Pajhwok Afghan News the inmates were released under the party’s agreement with the government.

He said the government should have released 68 HIA prisoners under the deal said his party rejected the government’s decision of releasing fewer number of prisoners.

Afghan did not say why the 13 other inmates were not released by the government.

However, he said cases of the 13 inmates had been finalized and negotiations with the government to get them freed were ongoing. He said the released 55 inmates were united with their families.

Under the government-HIA agreement, the first group of HIA prisoners had to be released last week, but it was delayed due to some concerns.

Qaribur Rahman Sayyed, another spokesman for HIA, on Monday told Pajhwok that the party would not negotiate with the government until all 68 inmates of the party were released.

However, a statement from the Joint Commission for Implementation of Peace Agreement between the HIA and the government said the government was committed to implementing all parts of the agreement.

Under article 11 of the agreement, all prisoners of HIA who had been sentenced for political and security reasons and had not violated human rights would be released after their cases were investigated.

The statement said the program of releasing 68 HIA prisoners, whose cases had been investigated, from government jails began today following the presidential decrees.

The decrees ordered release of 55 HIA inmates on Tuesday and of the 13 others in few days after investigation into their cases was completed.
